You can use mail filter as per-user blacklist, it's available in Roundcube: Settings -> Filters.

Just curious, do you really need per-user white-/blacklist?

We use no RoundCube, btu Thunderbird, outlook.

Yes, I would create a web list management (white-/blacklist) by user.
