is it possible to set "enabled services" globally and domain wide? (want disable non tls/ssl connections)
i currently only find the per user setting

No domain-level setting yet, sorry.

Per-user POP3/IMAP/Managesieve service restrictions are achieved in Dovecot, you can try to tune SQL query in /etc/dovecot/dovecot-mysql.conf to make it happen.

what do you think of enhancing your admin?

- adding two fields to the database to the dovecot table (disabled_global, disabled_user (boolean)
- on creating a new user, if globally disabled or disabled for users domain, insert limit for user and set new fields to true
- on change of global/domain update all users or all domain users if their disabled_global or disabled_user flag is true or keep it as is if the values are false)
