Is their a way to limit the number of recipients per email vs. time period?

As far as i know, Postfix and Policyd/Cluebringer don't support this. Maybe you can try to write a new plugin for iRedAPD to track/limit it.

*) Postfix supports limiting number of recipients in single email, but no time period support.
*) Policyd/Cluebringer supports limiting number of EMAILs on time period, but not number of recipients.
