Why iRedmail generates a new jail.local ? But none of those jails in jail.local are present in the iptables. Please explain. Thanks.

You restarted iptables service, then all chains created by Fail2ban were gone.
Restarting Fail2ban service will create them.

Yes, I know that. But my question is why iRedmail creates a jail.local ? The already existing jail.conf is enough right ?

Is it for introducing some additional functionality ?

Jail.local contains user customizations. Read its manual page first please:

$ man 5 jail.conf

or reading comment in file "jail.conf" itself is ok.
