Some questions:
1. How do set quota on count recipients in message? (no more 10 rcp in a message).
1.1 How do it for some users?
2. How do set a quota size of mesage? (no more 15Mb)

Postfix parameter "default_recipient_limit" controls this. As far as i know, there's no per-user setting.

Postfix parameter "message_size_limit" controls this, no option for per-user setting on Ubuntu 12.04 (and later releases).
Policyd-1.8 has this feature, but it's deprecated since Ubuntu 11.10, it ships Cluebringer (a.k.a. Policyd-2) which doesn't support per-user message size.

You can check Policyd web site, it doesn't support "quota on count recipient in message"? You mean number of recipients in a single email, right?

I try  to configure Policyd: Quotas -> Configure

Test     Recipient quotas    Recipient:user@domain    3600    REJECT        no
Limits:
    MessageCount    3    no
    MessageCumulativeSize    8000    no

Used policy "Test", which include the group with one of them my domains (I added to default).

@example.net    any    no
@my.doman.by    any    no

But this rule not work.

You misunderstood what "quota" in Policyd/Cluebringer is used for. http://wiki.policyd.org/quotas
