In directory /var/lib/mysql beside I am found files database mysql and their size 9 GB.
End in directory /var/vmail/backup/mysql/2014 are found backup and their size 20 GB.
Possible delete all files from directory /var/vmail/backup/mysql/2014 and does not damage database mysql, located in /var/lib/mysql ?

Files under /var/vmail/backup/mysql are just backup copies, deleting them won't impact or damage any service. It's safe to delete them if you don't want them, but it's recommended to keep recent backup files, e.g. last month, or recent week. It's up to you.
