Is there any possibility to add per e-mail blacklist (global) in AD set up?

You can implement it with either Cluebringer or Amavisd.

Upcoming iRedAdmin-Pro will provide self-service feature for mail user, and it has a per-user white/blacklists, it's implemented with Amavisd. But iRedAdmin-Pro doesn't work with AD, that's another problem for you.
