After adding an exeption in Cluebringer, do we need to restart any services? The exeption is added, but postfix do continue to reject the messages.

Cluebringer queries SQL server to get records for every new smtp request, no need to restart Cluebringer service.
You should make sure the exception record is correct, try to turn on debug mode in Cluebringer to figure it out:
