Topic: Incoming message size

Can I adjust or setting incoming message size? for example, user1@domain.com can receive until 10mb, user2@example.com only 3mb?
As I know, message_size_limit for both incoming and outgoing email.. Can I use different size for incoming and outgoing for each user?
