Hi.
MS Outlook 2016
main.cf:
message_size_limit = 20971520
mailbox_size_limt = 104857600
but, when sending attachments greater than 15 mb outlook gives an error - 552 5.3.4 Error: message file too big

You should have error in /var/log/mail.log, could you please check? Extract context log lines please, not just the line contains this error message.

There is no this error in the log

There must be related log in Postfix log file, please check.
