Content based anti-spam is controlled in SpamAssassin, main config is /etc/mail/spamassassin/local.cf.

Re: Where and how can I set spam rules?

Do a periodic update of spamassassin rulesets through its channels via cron. I think from 3.2 version onwards you've to do this compulsorily. Also try using third party rulesets like KAM.cf, sought rules etc as they are specially designed to  combat the kind of spam you are speaking about.

Re: Where and how can I set spam rules?

Put the "KAM.cf" inside "/etc/mail/spamassassin" folder. Any file with ".cf"  extension in this path will be read by spamassassin and loaded during startup.
