It's possible to create a list of domains/email addresses or even by ip/ip class that would be use to mark emails as spam that comes from this sources?

If you have iRedAdmin-Pro license, you can manage white/blacklists with its web UI: System -> Anti Spam -> Whitelists & Blacklists.

I mean emails coming from those sources to get the flag X-SPAM-FLAG: Yes.

You can blacklist them with iRedAPD:

If plugin "amavisd_wblist" is enabled in /opt/iredapd/settings.py, iRedAPD will reject the blacklisted senders during SMTP session and no email enters Postfix mail queue. If you disable this plugin, Amavisd will tag emails sent from blacklisted senders a high score and trigger the 'X-Spam-Flag: YES' header.
