I am having an issue with Android email only.  When I reply to an email in Outlook 2016, it looks great.  Roundcube also looks great.

When I reply or forward the message from my Android phone, the email message appears to get converted to Plain Text.

In Outlook if I click forward, then "Format Text", the email from Outlook shows HTML, and the Android shows "Plain Text".  Android settings has Rich Text turned on, there is not option for HTML (I also tried it without Rich Text option). Could this be a setting on the server side?  I did not see anything in the Maillog or dovecot logs.  I am not sure what else to try.

This is a MUA-side issue, not server side. mail server just stores the encoded email message.
I suggest try another MUA on your Android for testing.
