Topic: cannot open socket to smtp server

HI! I want to register at englishtips.org. However I only got this message "cannot open socket to smtp server". I only sent a message for help to its administrator, but the administrator can't even receive it..or something. I did everything possible..changed my email ad, changed browsers, went to youtube for help etc..nothing worked..
Can you help me?
