I can't always reach my mailserver through the web or through outlook when I am on Spectrum internet.  If I switch over to ATT, Verizon, or any other network it works fine.    Sometimes its works on Spectrum, but most of the time it doesn't.

Is there anything on the iRedMail server that may cause that?

Disable "fail2ban" service then try again. Also check Postfix/Nginx/Dovecot log files.
