I am attempting to migrate from 1.4.2 to 1.5.2 and I am getting this error:
[root@mx1 backups]# sudo -u postgres psql -U postgres --set ON_ERROR_STOP=on -f vmail-2022-09-03-03-01-01.sql

psql:vmail-2022-09-03-03-01-01.sql:13: ERROR:  relation "public.used_quota" does not exist

Any help is appreciated.

SQL table "vmail.used_quota" was introduced in iRedMail years ago, no idea why you don't have it.
Anyway, create it manually with this sql snippet:

The table exists already perhaps this has something to do with my restore command? It is complaining about a relation. Your help is appreciated very much!

No idea without checking the sql structure. sad
