this issue hit me in the last few days:
No updates detected in the log for the freshclam daemon (the
ClamAV update process). If the freshclam daemon is not running,
you may need to restart it. Other options:

Because 22.04 recently upgraded clamav from 0.103.5 to 1.4.3
The specified work around there solved it for me too:
adding a new /etc/logwatch/conf/services/clam-update.conf:
LogFile =
LogFile = none
*JournalCtl = "--output=cat --unit=clamav-freshclam.service"
