smth. strange with Quarantine logic. I've posted all settings which are using, but bad-header emails goes to quarantine

Why iRedAdmin Pro settings was skiped and what priority logic is existing in quarantine process between Amavis and iRedAdmin Pro?

Amavis - 50-user.conf have:
$final_bad_header_destiny = D_PASS;
$bad_header_quarantine_method = 'sql:';
$bad_header_quarantine_to = 'bad-header-quarantine';

iRedAdminPro LDAP have:
Global Spam Policy
   Bad-header checking > Enable bad-header checking (enabled)
                                   > Quarantine bad-header email (disabled)

Domain Spam Policy
Global Spam Policy
   Bad-header checking > Enable bad-header checking (enabled)
                                   > Quarantine bad-header email (disabled)
