Topic: vacation admin

I wonder whether it is possible for domain administrator to manage user's vacation settings? Without logging to users mailbox of course. Sometimes the users need help from admin to setup (or disable) the vacation message or for example CEO calls system admin and requests a vacation message to be setup for him.
