Mailaserver managed by Microsoft (e. g. outlook.com) reject Mails with "Diagnostic-Code: smtp; 550 5.7.606 Access denied, banned sending IP ...."
I tried to remove our IP address from MS blacklist but this doesn't work and I get response:

We have completed reviewing the IP(s) you submitted. The following table contains the results of our investigation.

Not qualified for mitigation
xx.xx.xx.xx
Our investigation has determined that the above IP(s) do not qualify for mitigation.

Can this be DKIM related?

It's unclear why Outlook blocks your IP. I'm afraid that you have to contact them again to work it out.

Re: Reported deliverability problem to Outlook.com

This is solved now. It was a quasi virtual Office365 Exchange Server which is administrated by the company who owns the recipient domain. Obviously the server admin hasn't done a good job at all ;-)
