To disable SOGo access, with MySQL/PostgreSQL backends, you can update column "enablesogo" in SQL table "vmail.mailbox". if enablesogo=0, it's disabled.

SOGo offers option "ModulesConstraints" to disable some features globally, but seems no way to disable ActiveSync for few users. Search "ModulesConstraints" here: https://sogo.nu/files/docs/SOGoInstallationGuide.html
