I've used URIBL on my old email server extensively to good success. In fact, I have my own private URIBL zones of hundreds of entries.

I see it's support was removed months ago:

Version: 2020121101 (Dec 11, 2020)

SpamAssassin:

Remove rules which caused too many incorrect quarantining: URIBL_SBL, URIBL_SBL_A.

Is this technique frowned upon now? Or is it users are not aware of how to use properly?

It's enabled in SpamAssassin by default.
