Port 10024 (and 10026, 9998) is amavisd service, please try to start it:

service amavis restart

If it cannot start, please check log lines in /var/log/maillog to figure it out.

done restart amavis .. status as per attached..

Please run "netstat -ntlp" or "ss -ntlp", are network ports 10024, 10026 and 9998 open?
If yes, then the issue should be solved.

Also, try to run "sa-update" manually once to make sure you have spamassasin rules, otherwise amavisd will fail to start.
