I need help creating a per domain sieve rule.

I have a sieve rule that works when placed into the individual user directory e.g.
/var/vmail/vmail1/domain.com/u/s/e/user.003-2022.06.29.03.59.45/sieve/managesieve.sieve

But when I follow tutorials to adjust the
sudo vi /etc/dovecot/conf.d/20-lmtp.conf

and
sudo vi /etc/dovecot/conf.d/90-sieve.conf

and try to use
sudo sievec /var/lib/dovecot/sieve/default.sieve

to make the
sieve_default = /var/lib/dovecot/sieve/default.sieve
or
sieve_before = /var/lib/dovecot/sieve/default.sieve

as a domain wide sieve.

It's not working for me...
