I follow the instruction as mentioned in below link to force users to change  password , but it does not work. How can I solve my problem?

What do you mean "it does not work"?
It affects when user sends email, and the message will be returned as smtp rejection message.

How did you test it and what result you get?

It does not return any messages in outlook.

Is there any ways to force it by changing a field in Database?

Try this:

- Enable debug mode in iRedAPD. FYI https://docs.iredmail.org/debug.iredapd.html
- Send a testing email and check iRedAPD log related to this testing email. It will show you the details of how this plugin works.
