The follows log entry in the sogo.log repeats indefinitely for a particular user's iPhone.

Previously, when this happened, I had the user re-provision their account in his iPhone. I would like to avoid doing this. What is the root cause for this and how can I fix this?

Excuse me, what do you mean by "hangs" here?
The log lines seems normal, sogo detects changes and it pushes the content.

by that I meant that this message is appearing every 1s for that user for the last 48 hrs and continuing to do so stressing server resources.

What you are seeing here is normal, It's the device using EAS ActiveSync it will continue to sync. ActiveSync is resource hungry, if you are not happy with this then you are better to use SMTP / IMAP method, SMTP 587 & IMAP 993.
