I'm having an interesting issue with a domain administrator.  They can create a domain, but afterwards attempting to add any users to that domain gets the error message:

Exceeded the limit for creating admin quotas

In admin privileges under their user account, I have the following settings:
10 Domains
100 Mail Users
100 Mail Aliases
10 Mailing Lists
100 GB Malbox Quota

As the global admin, I can create users on their domains without issue.

What am I missing?

They had two domains assigned to them by me.  One with 32 users and the other with one alias.
The two combined does exceed the 100GB mailbox quota, but I created both of them.

Are these numbers per domain or for all of the domains the admin has access to?

Since you have such limit applied for the admin account, then it's a combination of all domains managed by this admin.
